  • Kevin Veach

  • President

Kevin Veach is the President of HSI and brings over 30 years of Engineering, Information Technology and Operations Management expertise to our clients in the areas of Systems Engineering and Integration, Information Technology; Cyber Security, Intelligence and Special Programs, and Specialized Facilities Management for both Civilian and DOD programs. He has an extensive background in the design and development of communications systems, command and control systems, radar systems and antenna design and integration. Currently he is responsible for the general management of the work that HSI performs in support of FAA Air Traffic Control Systems and NASA Programs which includes P&L responsibility, executive engagement with customers, developing new bookings, implementing account strategic plans, and all activities related to pipeline development and business growth.

Among his significant previous positions, Kevin held multiple public sector executive positions at CSRA, CSC and Nichols Research. He holds a Bachelor's degree in Electrical Engineering from Gannon University and earned his Master's degree in National Resource Strategy from the Eisenhower School/ICAF in Washington, DC.

  • Karen McMillan

  • Vice President of Operations

Karen McMillan is the Vice President of Operations at HSI and has over 25 years' experience providing engineering, implementation, and program management support on ATC systems. This includes over 20 years' experience directly applying FAA engineering and principles to FAA air traffic control systems and procedures. Programs supported include Time Based Flow Management (TBFM), En Route Automation Modernization (ERAM), Traffic Management Advisor (TMA), User Request Evaluation Tool (URET), Display System Replacement (DSR) E-Complex Design and Implementation Project, and Standard Terminal Automation Replacement System (STARS). Currently, Karen provides program management support to the Manager of ATC Facilities in the Air Traffic Control Facilities (ATCF) Office.

Since joining HSI in 2000, Karen has had extensive experience developing operational concepts for advanced capabilities, developing training scenarios using dynamic simulation (DYSIM), and conducting numerous human-in-the-loop (HITL) simulations, collocation studies, and operational assessments. She also has extensive experience working with field facilities on all facets of implementation on numerous automation and traffic management systems. This includes working with sites on the design and development of air traffic (AT) training and providing on-site subject matter expert support in ARTCC operational areas and the traffic management unit during operational shakedown of ATC systems, such as ERAM and TMA. Karen also developed an ERAM AT Training Plan Implementation Workbook outlining the road map for sites to accomplish all ERAM training milestones and worked closely with all twenty sites on ERAM training related activities.

Karen holds a M.S. in Management from Florida Institute of Technology and a B.S. in Business Administration from Mary Washington University.

  • Patrina Bookal

  • Controller

Patrina Bookal is the Controller for the HSI Division of Oasis. Patrina joined HSI with a background in DCAA and GAAP compliance as well as knowledge of Accounting Information Technology, and in-depth knowledge of internal management's financial needs and concerns. Patrina developed her skillset working with small privately held organizations engaged in contracting with the federal government. Aside from the obvious, over the years she has made her top priorities: building and training teams, process improvement and "preventive maintenance" of financial records and documentation.

Patrina enjoys spending as much time as possible with her family, and participates in several community activities including volunteering at the Oxon Hill Food Pantry and assisting nonprofits in need of help with government financial compliance.

Patrina holds a BS in Business Administration, a MS in Accounting with an emphasis in Controllership and she is a MD licensed Certified Public Accountant.

  • Anetra Withers

  • Vice President of Research and NextGen Initiatives

Anetra Withers is the Vice President of Research and NextGen Initiatives and SE2025 Program Manager at HSI. She has over 20 years of experience providing engineering, human factors design, implementation, and program management support for both FAA and DOD programs, 17 of which are directly related to management of ATC systems design, development, testing, and acquisition. Programs supported include Standard Terminal Automation Replacement System (STARS), Automated Radar Terminal System (ARTS), Integrated Terminal Weather System (ITWS), Advanced Electronic Flight Strips (AEFS), Runway Status Lights (RWSL). Anetra has managed the execution of and served as the HF engineering lead for several FAA efforts including the Chicago TRACON (C90) Airspace Redesign Simulation Project and the validation of the Relative Position Indicator program

Anetra's combined technical, research, and management experience allows her to provide support to HSI's research and NextGen opportunities, and ensure our clients' needs are met.

Anetra studied Aeronautical Science/Human Factors at Embry Riddle Aeronautical University and holds a Bachelor of Science in Mathematics from Alabama A&M University. She is a certified Project Management Professional (PMP) and a Human Factors International Certified Usability Analyst (CUA).

  • Ray Peterson

  • Director of Air Traffic Services

Ray Peterson is currently the Director of Air Traffic Services at HSI. He has over 25 years of experience with the Federal Aviation Administration (FAA) where he held numerous positions at the facility and with National teams. His FAA experience includes work on the DSR, URET and ERAM Programs. He also has experience in Traffic Management and held several supervisorial and management positions.


Since joining HSI in 2010, Ray has provided support to several programs including ERAM, Data Com, GIMS and ABRR/PDRR. He also facilitates the Air Traffic National User Team as part of his work for the ERAM PMO. As Director of Air Traffic Services, he oversees teams working in testing support, training, mission support and engineering.

  • Chuck Chamberlain

  • Director, Mission Systems and Services

Chuck Chamberlain is the Director of Mission Systems and Services for HSI. He has over 33 years of air traffic experience with the Federal Aviation Administration (FAA) and has held numerous management positions at the facility, Service Center and Headquarters levels. His last position with the FAA was as the Quality Control Group Manager for the Western Service Center. In this position he was responsible for providing quality control support services including safety inspections, evaluations, safety risk management, and safety initiatives for Western Air Traffic Organization Air Traffic Control service units.

Since joining HSI in early 2014, Chuck has been providing support to the Air Traffic Procedures Directorate at FAA Headquarters as HSI task lead and ETASS Manager. As Director, he provides direct support to the Mission Support Vice President with duties including day-to-day contract management support and assists with business development activities.

  • Melissa Williams

  • Director of Mission Support

Melissa Williams is the Director of Mission Support at HSI. She joined the company in 2011 after a successful career as a US Naval Aviator where she served in various roles, such as Patrol Plane Commander, Mission Commander, Assistant Aviation Maintenance Officer, Flight Instructor, and Cockpit Resource Management Facilitator.

Melissa is currently the ETASS Deputy Program Manager at HSI headquarters, where she assists the Program Manager with all program management activities related to the ETASS contract. Her previous FAA experience includes providing program management support to the Director of Air Traffic Control Facilities/Engineering Services (ATCF/ES) at FAA headquarters and the management of several Communications Teams across multiple FAA directorates.

Melissa holds a Bachelor of Arts in English from the University of California, Berkeley. She also holds an Airline Transport Pilot (ATP) certificate, commercial seaplane rating, and a Boeing 737 type rating and is a certified Project Management Professional (PMP).

  • Jay Maria

  • Director of Contracts

Jay Maria joined HSI in 2012 and brings with him over 15 years' experience working in accounting and finance. His experience includes 5 years working for a government contractor where he was in charge of all accounting functions, including billing, payables, and financial reporting. He also gained experience with proposal support and contract management during that time. In addition, Jay has 5 years' experience working for a public accounting firm where he was responsible for managing financial audits for companies in various industries as well as preparing corporate tax returns. Additionally, Jay has spent time working as a contractor where he has been able to assist companies with various needs, including bookkeeping services, cash flow management, budgeting, and DCAA audit support.

Jay holds a B.S. in Accounting from the University of Virginia. He is a licensed Certified Public Accountant.

  • Sanja Benak

  • Director of Human Resources

Sanja Benak oversees all aspects of Human Resources at HSI, including recruiting, hiring, benefits management, employee relations, and professional development. Since joining HSI, she has introduced various new benefits for the employees, and is handling the administration for all benefits HSI offers. She provides strategic direction for HSI as it pertains to company policies, employee and business recognition, and company-wide events. Sanja developed a new-hire orientation process for onboarding as well as implemented the Employee Handbook with all the rules and regulations for HSI.

Sanja also serves as the security point of contact for handling clearances needed for government contracts, along with badge processing for all the employees. She joined HSI in 2011 from an HR role in a private security company where she was involved in all stages of recruitment and hiring, benefits, payroll, union correspondence, employee training, performance evaluations, billing, and account management, overseeing more than 100 personnel.

Sanja holds a B.S. in Economics from the Wharton School at the University of Pennsylvania, as well as a Professional in Human Resources (PHR) Certification.

  • Bahar Sadjadi

  • Director of Business Development

Bahar Sadjadi joined HSI in February 2013 as our Director of Business Development in support of HSI's growth of Federal Aviation Administration (FAA) and other agency business. Bahar has over 10 years' experience in operations management and business consulting, including 5 years' experience in business development, capture/proposal process, and technical solution development in government contracting in the aviation industry.

Bahar's true passion in supporting clients with solving their most challenging business problems, as well as improving their business processes/systems based on the full understanding of client's needs, has led her to build long-term relationships in both government and commercial industry.

Bahar holds a B.S. in Computer Information Systems (CIS) from Georgia State University and holds several management and professional certifications including Program Management Professional Certification.
